“Have lived within the state, or USCIS district with jurisdiction over the applicant’s place of residence, for at least 3 months prior to the date of filing the application”意思是“申请人必须在其送交入籍美国申请书的州内居住至少三个月”还是说“递交材料前的前三个月必须待在美国”？应该是前者意思吧？

既然是have lived,那就是在递交前至少住3个月
