层主可以自己去读一下，第5-6页明确说明了这里的“cases”是所有打了疫苗里出现不良反应report 上来的，那个42086就是2020年12月到2021年2月底这三个月之内收到的不良反应的case总数，根本不是打疫苗的总数好吗。

关于所谓报上来的不良反应，文件里写的很清楚， An accumulation of adverse event reports (AERs) does not necessarily indicate that a particular AE was caused by the drug; rather, the event may be due to an underlying disease or some other factor(s) such as past medical history or concomitant medication. 最基本的post hoc ergo propter hoc 这种逻辑错误层主了解一下。
