还是只有大学及附属机构，研究型政府机构才没有cap呢

Only 1. higher education related non-profit entity;2. non-profit research organization or 3. governmental research organization are not subject to cap. Other institution such as church, public schools are subject to cap.

我也是看到这么说的，到底如何呢，

心里还是希望不管什么non－profit都没有cap
