I know when RIR starts,people can switch to RIR according to their PD.

but how that's realized?

就是可以调整成按"perm"的, 而且排队排在"perm"通过后交的申请的前面?


Like my case was submitted on 2004/1/1, at sept/1 switch to PERM, whne can it be approved?if it is not approved, will it turned back to RIR?
