a cream product contains mainly wax or oil, which gives the cream a heavier body. Gel is made from a small amt of carbomer (thickner) dissolved in water, but water content takes more part of the ingredient list than in cream.
however, neither wax or carbomer is the factor that differentiates the quality of the skin care.  I personally think that the amt of polyethylene glycol, glycerin, and dow corning is the key.  some skin products claim they are containing expensive extract, such as green tea extract, jojoba extra, or something like that, but unfortunately, most of the products contain really really small amount of it (0.1% or even less). So if the product is called green tea facial cream, there is no really much green tea extra that can really make huge difference on your face.
