结婚的时候不需要证明是因为假设当事人都是单身，license applicants must be single and above XX age，你得 testify 这个信息
结婚当天应该没人去查，但是不能钻这个空子
如果还是结了，事后被发现，判重婚罪，marriage annulled，婚姻期间的benefit要不要夺回，并且要你归还，比如医疗保险，就不知道了
