The post makes some sense, but it is definitely not true for all the people. Most EE phds tend to have better and more chances to get in good company. If the student is in a extremely strong program, PH.D is the best choice for him/her. Only those who fails in quilify will switch to masters.

I am in a 2 tier program and not interesting in research at all, so I told my boss that I want to switch to master last year. Even in my department, it is very unusual to change PH.D track to masters. My GPD used to seriouly ask me think twice before I file.
