NEVER rank yourself at low level, even if it may be true. For Americans, that is a sign of lacking in confidence and initiative assuming those are the major tools for the job. I would recommend you to rank yourself as Advanced user for some softwares and some as Intermediate depending on your experience. And try to remember some advanced functions/jargons for those you say you have advanced skills. Actually, you will be able to learn many skills fast after you get the job! And sometimes although the job requires HIGH level of competency in Access, for example, it may only needs you to know how to run/design simple queries rather than writing codes.
