My general suggestions is to talk to your boss of this new position and make sure you fully understand his/her expection and goals. Based on the boss' expectation, come up with a plan of what you want to do and need to do ( you may need to talk other stakeholders too to get their expectations). additionally, make sure to get your boss' agreement on your plan and botain the alignments from other stakeholders.
2)和头谈的时候,怎么讨论以下待遇报酬的事情?我非常不会谈这个,总觉得提起来显得很material。到底应不应该提,怎么提?
For a considerate boss, he/she will bring up the compensation topic to you by him/herself. if he/she won't mention it, you can ask at an appropriate moment, such as when talking about the job title or the grade level of the position. In my company, all job titles are associated to a compensation grade level. for example, level 42 is for managers and level 43 is for associate directors. Different grade level has different compensation packages. So it would be appropriate to discuss about the compensation changes when define the job title.
