My brother just got his Schengen visa done at Denish Consulate in NYC. He lives in Phily and called the consulate to ask if he can mail in his application. They said OK and had the visa processed in just two days. Oh, their web also did not mention any mail-in service. So MM may just call the consulate directly to check it out.
