I know when RIR starts,people can switch to RIR according to their PD.

Like my case was submitted on 2004/1/1, at sept/1 switch to PERM, whne can it be approved?if it is not approved, will it turned back to RIR?
priority date is the date when you filed your application. It will be shown on the approval notice when your labor gets approved. Even in your future 140 approval notice, it will be there too. so it is very good to keep the priority date. But I think when perm comes out, all the RIR will do the recruitment again according to perm's policy.
BTW, which state are you in? In some states, RIR can be approved within 6 months. Good luck!
