No, you can not have other IRA accounts if you already have Roth IRA account.
IMHO, it is a good idea to keep your 401k account because it is tax defered.
Even you don't have match, you still have extra money working for you.
Also, it might low your tax bracket.
It is ok that in short term it doesn't perform well. If stock funds in
your 401k account performed terribly for a long time, you can buy
money market funds or bond funds. Later
when you change your job, you can roll it into a better plan.
