h1->h4->h1 不会受quota的限制？ 那转成第2个 h1 的时候，
是要等到approval 以后才可以上班， 还是象transfer一样，
只要收到INS回执就可以上班？

suppose you apply h1 that year, you use quota already.

now lots if people said that if you have an industry h1,then ->h4/f1->h1 again, won't occupy quota coz u occupied it once already and hasn't use it up.
