when I was doing intern (4 years ago), the rate was $25 - $30 per hour for grad students

没有啊，偶只有fall semester申请CPT时才需要注册成full-time.
summer是没为问题的，注册为一个学分，交上一个学分的钱就可以了。

yes you can work outside campus in the fall semester, but you can't work as RA/TA at the same time!!!
