I think those are all BS, or only mean the Nanny Center get most of the money (and does not give it to the nanny herself). I never have my nanny eat leftovers. If your Nanny does not provide quality work, of course she should not be paid. But from what I saw, most parents give them all the money plus several hundreds dollars just to let them go peacefully.
