Just be careful.
I am not sure about the type of your position. Many CA postdocs, staffs,in non-profit organizations,including universities and national labs cannot get H-1B visa. Instead J-1 is the option. I knew somebody had really bad experiences with J-1 visa. A lot of time is wasted dealing with the waiver.

If the position is faculty, normally you willnot have this kind of problem.
To answer your questions, there ARE some universities that donot provide H-1B visa. It depends on your position.
If they do provide you H-1B visa, there is no cap limitation of course.

HIGHER EDUCATION INSTITUE是不受H1B名额限制的. 但不是学校里任何POSITION都可以SPONSOR H1B. 一般至少要3年以上的CONTRACT, 一定LEVEL的SALARY(当然了比INDUSTRY还是少很多, 除非FACULTY). 办H1比办J1对老板来说麻烦多了,而且老板得MAKE THE COMMITTMENT TO HIRE YOU FOR 3 YEARS. 所以很多POSDOC 只拿到J1.
