I think federal jobs require citizenship. If you want to look for state government jobs, go to your state personel board. In CA, it is spb.gov.ca.I don't know other states, but in California, they don't sponsor H1-B. I have been to several interviews and the they always told me: we don't sponsor work visa or greencard. If you don't have this issue, then go ahead applying. If you look for county government jobs, I heard they actually sponsor H1B.
