My friend is getting married Tuesday and her husband is from Taiwan. She's concerned that he might not be able to understand the commissioner when he conducts the ceremony.

Does anyone know what actually will happen at the ceremony held in San Francisco City Hall (or any city hall for that matter)? Will they repeat oath after the commissioner? If so, is there a copy available somewhere online?
