（这个问题我自己理解是应该选第二个not required to file a tax return,理由依然是B2不用报税）

对。not required to file。理由跟B2无关，而是因为她是nonresident alien。nonresident alien有美国收入才要报美国税。她没有美国收入，所以当nonresident就不用报美国税（看1040NR instructions，“Do You Have To File?”）。如果她是resident alien，那只要她和她配偶的全球收入少于$24800就不用报税（看1040 instructions，“Do You Have To File?”）。

但是I-944 instructions也说如果在外国没有报美国税可以附上外国的税表。我不清楚这个是不是就是代替美国税表。

想问问大家父母健康保险是怎么弄呢？可以买visitor短期旅游保险到年底为止的可以吗？另外父母需要去国内办理工资公证吗？真是很着急，现在父母人都在美国，这些材料办起来很费劲。可以把我本人算在household人口里吗？我提供财政担保，就不用父母办理这些东西了吗？还请大家赐教，谢谢

If you received a Request for Evidence (RFE) or Notice of Intent to Deny (NOID) requesting information that is solely required by the Public Charge Final Rule, including but not limited to Form I-944, and your response is due on or after March 9, 2021, you do not need to provide the information solely required by the Public Charge Final Rule. However, you need to respond to the aspects of the RFE or NOID that otherwise pertain to the eligibility for the immigration benefit you are seeking.

如果要求补I-944以外的其他信息，你还是要对那些东西回复。但是如果只是要求I-944，你直接回复说现在不需要I-944就行了。
