问一个申请入籍的时间问题

请问申请人是否在其提交入籍申请的前三个月必须呆在美国？比如2017年10月提交申请，2017年7-9月必需待在美国？

多谢“Have lived within the state, or USCIS district with jurisdiction over the applicant’s place of residence, for at least 3 months prior to the date of filing the application”意思是“申请人必须在其送交入籍美国申请书的州内居住至少三个月”还是说“递交材料前的前三个月必须待在美国”？应该是前者意思吧？
